I believe that the main causes are 2 in your case, one could be the tire.ini script which has incorrect values, but perhaps you would have more problems with raised or too low wheels if it were so.
More likely I believe that you have taken some wheels (maybe bigger) and have reduced them, and this thing should not be done, otherwise you will have these anomalies .. (I have already had bad experiences too)
