I do not understand that of not giving smWaterSurface, I have seen on this forum people who put it, I usually do it with another method something more confusing, then it would be to put those parameters and put the texture in the materialAFAIK you can't assign smWaterSurface with ksEditor.
You have to re-assign it to your water material or mesh in your ext_config.ini
