Xpacker keeps opening Steam

Ok so i have both cracked versions of Race track builder (1.3 and 1.4) ,neither of them open the Xpacker,it just tries to open Steam! i tried the steam offline mode and it does not work. sometimes my antivirus thinks its a virus so i created an exception to the entire folder,unnistalled,installed again and it keeps opening steam.
Does anyone have any ideas?

If there isnt any way to open Xpack without steam,is it possible to manually add objects to an existing Xpack?
